You have posted in the area for Finale Plug-in Development - i.e. making plug-ins for Finale.

However, to answer your question: it depends. Do you have Finale, Allegro, PrintMusic or Finale NotePad. It is not possible in some of the lower-end products. NotePad certainly will not change time signature in a piece.

If you have Finale, select the Time Signature tool and click on a measure. You will then be presented with a dialog to change the time signature.
