In Finale you can click-select the staff that is located where you want your added staff inserted, before you add the new staff via the Staff menu.
Then Finale will insert the new staff there, pushing down the selected staff and the staves below it.

When the new staff is added, you can edit its staff name (with the Staff Tool), and you can assign a playback instrument (via the window Instrument List).

This is cumbersome, but you can add the part to the bottome of the score, and then, by using the staff tool, reposition the other staves to leave room, and move the part into its proper location on your score.

Hello:

I nearly finished an orchestration score due thursday, unfortunately forgot to add an instrument (percussion/ glockenspiel)
Is there a way of adding an instrument without having to start all over again??
