Is it possible to use the time signature or any other tool to create a measure that has only one or half a beat, say as the last measure of a piece that has a pickup measure at the beginning?  
 
In the same vein, is it possible to create a mid measure repeat after a note with less than one whole beat? For example, a rest of half, one quarter or one eigth of a beat?

Yes, you can do it with the Time Signature Tool.

In the dialog box Time Signature, click the button "More Choices" to get the option of displaying another time signature than the real time signature.
