Assuming that you are using Finale 2006:

1. Options menu > Display in Concert Pitch
When "Display in Concert Pitch" is selected, the score both displays and plays back in Concert Pitch.
If the notes aren't entered already, enter the notes in Concert Pitch.
If the notes are already entered, but displaying wrong pitch, transpose them with the Mass Edit Tool.

2. To make sure that the transposed pitch is notated correctly, switch to Staff Tool, and double-click the staff.
The dialog box Staff Attributes appears.
Next to the check box Transposition, click the button "Select...".
The dialog box Staff Transpositions appears.
In the pop up menu Key Signature, choose "(Eb) Up M6+Octave, add 3 Sharps, Treble Clef".
Click OK twice to return to the score.

3. Deselect "Display in Concert Pitch", and transposed pitch is displayed correctly.
If you click the green triangle in the Playback Controls, you will get playback in Concert Pitch.
