Say you have a harp piece, written out just as piano piece.
Is there an quick&intelligent way to respell some notes to their enharmonics as for minimizing the pedal changes, like a plugin or something?

There is nothing quick about getting harp enharmonics (and pedaling) respelled, practically speaking. It's more like quantum physics than music. A plugin for that would need a supercomputer to run well.
