My intention was to help the poster with an option until someone else found a permanent solution. I thought my post adequately implied the option is only a temporary one. Of course using the Note Position Tool would not be an acceptable permanent fix.
Evidently some folks are willing to wait until they can solve such a problem. I prefer to use a workaround until finding out how to fix the problem. Is that really "madness"? If so, please accept my apology.
Dakota, did you try using my settings that I included as an attachment?
When I have just a couple occurrences of crowding or misplacement I will use the note mover tool.
