That is a multimeasure rest.
You need to leave the first seven bars/measures in your score empty.
In page view, use the measure tool to selext the first seven measures then use the menu item Measure - Multimeasure Rests - Create.

       Date Joined May 2001 Total Posts : 1424 | Posted 11/9/2004 4:33 PM (GMT -5) |   | A multimeasure rest indicates (in this case) 7 measures of silence for that part. I (forgive my ignorance here) would assume that there is an organ or orchestral accompianment playing at the start of the piece.
Just in case it is of any use, I have attached a .mus file to get you started.
I will assume that you have sorted out copyright permissions for this work.
