There's a large empty space on one page which I'd like to fill in with a staff system. I know that pushing systems down to the page eventually can push the last system on that page to the next page, but I want to the exact reverse—move a system back to a previous page, to fill in that empty gap. How do I do this?

1) Make sure that the system does not have a Page Break, since a Page Break will force the system to, always begin a new page.
You can remove a Page Break with the Page Layout Tool.

2) Make room for the system on the previous page.
If you go to the previous page, and examine the margins in one of the systems there, you can see - in the window Edit System Margins - how much space you need to make room for another system.
