It might depend on:

How your score is set up.
What sounds you are trying to use.

Do you have a sample file we could peruse that shows this behavior?

Hi,
I have set up a full orchestra score. I want to have just one line for tenor drum. This is for a ballet.
When I set up the score this is the message I get:
The Percussion Layout(s) cannot be found for “Tenor Drum.”
You can:
- Select a new Document Style,
- Select a new instrument,
or - Manually set up or load the Percussion Layout.

Hi,

Okay. I see the message. After you create the document, you can modify the staff to whatever you want.

Are you using SoftSynth or Garritan?
Do you want a five line staff or a 1 line staff?
Do you want Concert Toms? How many?

One must choose many things to get what one wants. You have to have a Layout that matches the Map. With 2014, this is much easier to do than prior versions, as the Layout lets you know which sounds are available in the chosen Map.

Which Layout and which Map do you want? If this is all new to you and you have not done percussion Layout/Map setup before, it might sound daunting. I could set up a sample file with the setup you want, but I would have man y questions to be answered first.

Here's a simple demo. You have to create it yourself. The Garritan sounds are actually upside down. In other words, the higher notes sound lower. This can be fixed in the Layout, but I left it as is to show how unpredictable Finale percussion tends to be, as you have already discovered. The lower staff uses the SoftSynth, which sounds better than Garritan for Toms.

I called the file Toms, but the staves are labeled Tenor. Sorry about the mixed use of terms. You can do a 1 line staff if needed, and even limit your Layout to just 1 sound if needed.

I have the staff, single line. The message I get when I do anything for Tenor Drum is: The Percussion Layout(s) cannot be found for “Tenor Drum.” You can: - Select a new Document Style, - Select a new instrument, or - Manually set up or load the Percussion Layout.

Looks like you'll have to create your own Layout, or customize the existing one. Either way should work.
