I have a chart that will not stay spaced
correctly. I use 2002b; I am using using
1st and 2nd layers; I have chords with
fretboards; lyrics. I am doing the chart in
jazz font. When I attempt to make any
changed to it, the notes all seem to crowd
to one side or the other in a cluster.

Is "Automatic Music Spacing" turned on in the Edit menu?

You could try turning off "Automatic Music Spacing" (and "Automatic Update Layout").

After all, doing "Music Spacing" and "Update Layout" manually is only a matter of some few keystrokes:

Music Spacing:
1. Switch to Mass Edit Tool (my own keystroke: ctrl-G)
2. Select All (Command-A)
3. Note Spacing (number 4 key)

Update Layout:
Command-\
